Agency saved 3 million through agile development project

Peak helped Danish agency develop new digital logbook system designed for reducing the amount of benefit fraud. Here the application of agile teams was an important tool for not only staying within the timeframe, but also having an under consumption of 3 million DKK. .

We respect that not all customers wish to appear under their own name. For this reason, this case is described using general terms.  


In order to reduce benefit fraud, Danish businesses can be required to keep a logbook of their employees. The employees’ terms of employment and attendance has to be registered in the logbook. This logbook has until 2018 been a physical book but cf. new legislation, the logbook now has to be digitized. This presented the responsible agency with the task of developing and implementing an app and web-solution for both the businesses and the agency’s control employees. The development project was moreover subject to extensive political attention, which made it critical, that the solution was delivered within the lawfully established deadline. 


The agency wanted to complete the project as an agile project. Therefore, Peak’s consultant stepped in and acted as overall project manager based on the PRINCE2-model, but also used local adjustments of Scrum teams and parts of the SAFe-framework. This resulted in a control engine where the collaboration between the agile teams and classic control mechanisms were aligned and continuously adjusted – without limiting the agile teams and the product development. Peak’s consultant also secured: 

  • Operationalization of the government IT-project model  
  • Preparation of steering- and management documents  
  • Supplier management and steering group service 
  • 6 completed tenders via SKI 02. 17 and SKI 02. 15. 
  • Reporting to the Agency for Governmental IT Services, management, the department and additional reporting requirements.  


The result was a completed agile project within the agency, that in addition to sticking to the determined timeframe also had an underconsumption of 3 million DKK.
